Yes, There are lot of design software available in market like DreamWeaver, Edit+, Notepad+. You can design your webpage through one of mentioned software above.

DreamWeaver is one of the best design tool i think. However you should have a professional designer to get the best design for your website. There are many professional design companies out there in the market. You can choose any good company and have a professional design for your website.

I would recommend the WebEasy Professional 10 for best web designing tool for 2015
This software is not for FREE
but it;s really user friendly and easy to use

I have built a number of websites myself over the past 8 years, some of which have gone on to be very successful. However, I've always designed them in photoshop as a rough PNG, then just tried to recreate it myself from scratch (using frameworks such as Bootstrap, etc)

Dreamweaver CS4 is good, and you can follow their official website to learn how to use Dreamweaver CS6, which is even better.

After trying several applications, I lately settled on Web Studioas well, because it allows me to do what I want in terms of design and layout options.
