If can invest time and money, WordPress can by customized way beyond you can do with blogger. You can use your custom domain, layout, additional scripts etc since you put them on your self hosted machine. If you going for wordpress.com, I feel blogger is a much better choice.

Both Blogspot and WordPress are good for SEO but WordPress is better than Blogspot because it provides WordPress SEO plugins.
