On the subject of PR, the other posters get it enclosed and PR isn't that huge of a contract (at least for you to rank well). The topic title is more true than what you thought; as in, having quality+unique content is a lot more significant nowadays for ranking well. Panda smacked quite a few sites, so to make certain you don't get smacked, having quality content is really important (I would say much more significant than having like 20 backlinks to seo directories), but that's just my 2cents

I think quality of link is not dure to its high PR, if your own site get PR 6 and non of your site keyword rank on Google then what to do with that PR? I think those links are important that helps in improving SERP, and i think relevant links are more important and helps more in improving rank on search engine.
