Back links are a really useful way to get high PR and get traffic. Actually it depends on your srategy.I think that article submission, properties, blogging and social book marking is the best techniques in this.
I believe that high PR also depends on having a quality website in the first place. Using things such as header tags, images that are optimised, meta information, links and keyword placement are all important.
However, top of my list is always quality content - text that is user friendly and relevant.
Once these things are in place I would start to think about off-page processes.
Content is surely more important as it is much easier to get quality backlinks ( people do backlink to your site if it is good and these are often the best backlinks);
Many marketeers focus too much on PR rank. I dominate the diet business in the Dutch language with a PR2 site (maybe you think in Dutch it is easy but ...)
