Depends on where you post, if you want back-links the best places are forums like this one and you want to make sure that there is at least 1000 users in the forum with signature lines or boxes, and articles, blog's and social media, the better the content in your website the better the traffic.

I use a tool for finding dofollow back links for my sites. It gives you the option to search by keywords and by niche. If you are not sure what a do follow is take a look at my articles on do follow. The link for the tool is in one of my articles.

Go to Fiverr and buy a list of forums where you participate for $5. Look for relevant forums where you can post and spend 30 minutes a day on posting.

I think you mean getting High PR links pointing to your site - you should target high pr dofollow links from blog comments, web 2.0 sites, forums and also edu & gov links. But remember to post quality posts or comments and avoid spammy sites.

I would suggest you to get a SEO person who can help you to get better ranking. It would be better if you get it outsourced as it is much cheaper and also there are many SEO professionals out there.
