If you are a marketing consultant in an agency or independently, it may be good to contact or look at their website of marketing software companies to see if they mention partnerships/referral programs. Some companies don't mention the "referral program/policy" but it does not hurt to ask. Just say to yourself before the phone call, I have the client, they need clients. Several companies I have talked to said that they will give me a certain percentage for every customer that signs up with them.
