Unless you're purchasing lists from an extremely reliable source and you know they are qualified, I would NOT touch them.
Unfortunately for you and the majority of marketers out there, the single best way to grow a quality valid DB is to grow the list organically.
This can be achieved through your website, blogging and social networking.
