Deciding on what ESP (Email Service Provider) to use for your e-mail marketing endeavors can be tricky, especially if you don’t have a true opt in list. More and more ESP's are doing their due-diligence on customers who bring a new list to the dance primarily because, if they take on new business with somebody who's got a shady list, it can cause them a huge headache down the road. (Destroy IP addresses, domains, etc.)
There is a great document available from website magazine that I once saw a few months back that ranked the top 100 ESP's - Google it and see if you can locate it. Look for more of the "B" grade ESP's because those guys are much more open to taking on any kind of business. Your "A" grade ESPs like Lyris, Exact Target, etc, are more likely to decline your business unless you can prove your file is ultra pure.
