Have you heard of Mail Chimp? They are US based and if you have a large database very good value for money.

I would recommend building your own list of subscribers if i'm totally honest, when purchasing leads it is difficult to get the same level of rapport you would get if they wanted to sign up and get information from you. The best advice i could give is to research the keywords you are targetting for your product, build a squeeze page (with a bribe offer for signing up) , drive targetted traffic to it using articles, blogs and advertising (even if you just do one of those it should generate enough traffic) then you can keep the conversation going, remembering to always give valuable content and have people asking if they can buy from you, rather than you asking them - if done correctly.

You may be able to find a company who locally provides sales leads, although i get email traffic in my inbox all the time, i call it spam and tend to delete it 99.99% of the time.

There are so many aspects to a successful email campaign, it's very difficult to be able to just give the responsibility to an agency. It is fine for an agency to help you plan, design and send the emails, but you need to be involved at all stages to make sure the audience is correctly targeted. If your not careful about the design, content and subject line then you might find you are wasting your time and also risk being seen as spamming.

There is actually a lot more effective techniques than that. A LOT MORE EFFECTIVE. (And accurate ) Than getting ppl to sign up to a mailing list.
