There is a difference between citation (taking sources from all over the web and showing snippets of this information linked back to the source) and scraping (copying content with no regard to the original source)
A lot of spammers scrape content and post it here (on this forum) with links back to their website for example, but a wikipedia article is totally different in that it doesn't link to anywhere externally without a nofollow href.
